We have good reason to believe that Lord Lyons was

directed by the British Government to communicate un- officially to Mr.. Seward the substance of Lord Russell's despatch demanding the surrender of Messrs. Slidell and Mason, a day or two previous to its formal delivery. This fact is decisive as to the conciliatory spirit of the Government.
