The next letter in the series is from Mr. Lansing,

in which he declares that he had been contemplating resignation for some time. " Ever since January, 1919," he says, " I have been conscious of the fact that you were no longer disposed to welcome my advice." The last letter of all is from the President, who speaks of his appreciation of the " delightful personal relations " he has had with Mr. Lansing. We note that the weight of American opinion seems to be strongly on the side of Mr. Lansing. It is felt that the American Constitution is not really so defective as to require the ship of State to sail rudderless during a Presi- dent's illness, and that the informal conferences of Mr. Lansing and his colleagues were right and natural in the circumstances.
