Mr. O'Grady, after prolonged negotiations at Copenhagen, made an Agreement

last week with the Bolshevik agent Litvinoff for a general exchange of prisoners. The British sailors, soldiers, and civilians now in Russia are to be released, and the Russian prisoners here are to be sent home. Denmark and Holland have readily consented to repatriate the Russians whom they have interned, in exchange for their own subjects in Russia. The Archangel Government have also entered into the scheme. If the Bolsheviks carry out the Agreement, we shall all be relieved and delighted for the sake of our unfortunate men in their gaols.
