Tuesday's papers contain an announcement of high importance made by

The Commonwealth Fund (1 East 57th Street, New York). That Fund is establishing " twenty Annual Fellowships at American Universities for British graduate students." The details are set forth in a correspondence between Mr. Harkness, the President of the Fund, and the Prince of Wales, who is asked to become Honorary Chairman of the British Committee of Award: The Prince, in accepting the invitation, notes that " it cannot fail to do much to promote the realization of the ideals which you and your fellow-directors have at heart," and expresses his gratitude kir " this opportunity of ' associating myself with so fine a scheme." The Fellowships are to be held as a rule for two years, and the income will be about £600 a year. The .Directors have been impelled to take up the scheme by two. considerations. They believe that international understanding will be . forwarded "by giving opportunities for education and travel to young men and women of. character and ability." Such men and women are potential leaders in their own country. 'Secondly, the importance of unity of thought and purpose on the part of the two great English-speaking nations of the world 'lends a special value to reciprocal educational opportunities in the two countries." These aims could not be bettered.
