men who were responsible last year for the preparation of that important volume The Next Five Years to form them- selves into a permanent organisation is welcomed. " The Next Five Years' Group " is non-political, and will confine itself to purely educational and propagandist activities. It will presumably aspire to play in the field of social reform and reconstruction very much the part filled in relation to international problems by the League of Nations Union. There is some obvious danger of duplicating the activities of existing societies, but a group of thinkers surveying a field as a whole instead of separate sections of it can do a good deal to maintain balanced views and effect practical co-ordination. The plan for local groups suggests the possibility of either co-operation or competition with Mr. Lloyd George's Councils of Action.
