The decision by the Council of the League of Nations

to abandon its attempt to settle the dispute. between Rumania and Hungary is deplorable. The Treaty of Trianon laid upon the Council the duty of appointing a substitute for the arbitrator withdrawn by Rumania. It is not necessary to believe in the justice of the -Hun- garian eause—though we ourselves do believe in it— to see that in neglecting a duty the Council is taking the iisk of bringing contempt on the League.
