The Competition

WHENEVER the question of betting is made prominent— very often in relation to the Budget—someone is almost sure to bring up the suggestion of a National Lottery, such as is common in Spain and several Latin-American countries. The Editor offers a prize of five guineas for the best statement in three hundred words of the case for and against a National Lottery. The Competition will close on Friday, June 27th.
