But with all humility, is it too much to suggest that a ruler pressed to make a complete change in the Con- stitution by an extraordinary exercise of the prerogative might lawfully ask to be allowed for once to waive so invidious an exercise of the prerogative, and have the question at issue left to be decided by the direct voice of his subjects P
