Mr. Chamberlain promised on Thursday, May 12th, to leave members

free to decide whether they should increase their own salaries by exempting themselves from the payment of Income Tax. He insisted, however, on paying members' first- class railway fares between London and their homes or their constituencies. Mr. Chamberlain, we fear, is unaware of the deep and universal indignation aroused by these new doles, made at a time when fresh expenditure of any kind is strongly to be deprecated.
