Mr. Lowe has insisted that teachers, if paid by the

State, shall teach reading, writing, antharithmetic, and the teachers are wild with wounded vanity. He has also cut down their allowances, and, as they were too low before, the entire department is in arms. The papers are choked with reasonable letters, and unreasonable com- plaints, and, as the clergy make common cause with the teachers, a great reform seems likely to be lost because linked with a great injustice.
