Striking testimony is borne to the popularity and usefulness of

Mr. H. 0. Araold-Forster's Citizen. Reader (Cassell and Co.), by the fact that, although it was originally published immediately after the passing of the last Franchise Act, it has reached its fourteenth edition and hundredth thousand. Several improvements have been introduced into the new edition, including a few pages explanatory of the work of the County Councils, accompanied by a portrait of Lord Rosebery. In this, as in almost every portion of the book, there is a happy combination of present and past history,
