The Gazette of last night contains an authentic copy of

the regulations, approved by the Emperor Napoleon, for the Universal Exhibition at Paris in 1855.

The Queen in Council has appointed the Reverend Edward Penrose Arnold, M.A., Fellow of All Souls' College, Oxford, and the Reverend William Campbell, B.A., to be two of her Majesty's Assistant-Inspectors of Schools.

The appointment of Lord Napier, late Secretary to the British Lega- tion at St. Petersburg, to be Secretary of the British Embassy at Con- stantinople, is gazetted.

At a meeting of the Town-Council of Oxford, on Thursday, Mr. Alder- man Grubb carried a motion, by 15 to 12, that a petition should be pre- sented to Parliament praying "that none of her Majesty's loyal subjects be denied the advantages of education in the National Universities."
