Sir Edward Goschen, British Ambassador to Austria- Hungary, has been

appointed to succeed Sir Frank Lascelles in Berlin. The King has been assured by the German Emperor that he will be persona gralissima at the German Court. Sir Edward Goschen, who is a brother of the late Lord Goschen, has done excellent work in Vienna. He was educated at Rugby and Oxford, and has been in the Diplomatic Service since 1870. He is to be succeeded at Vienna by Sir F. L. Cartwright, Minister Resident at Munich and Stuttgart. Mr. Reginald Lister, Minister Plenipotentiary and Councillor of Embassy in Paris, is appointed Envoy Extraordinary and Minister Plenipotentiary at Tangier in succession to Sir Gerard Lowther, the new Ambassador at Constantinople.
