Mr. Cook has been breathing forth revolution and Mr. J.

H. Thomas, to whom we again offer our compliments, has been using the language of moderation and sterling good sense. • It is no doubt true that the Minority Move- ment has become inflated with self-importance and self- confidence since Mr. Baldwin's so-called surrender to the miners. ' But the more it threatens the more the public is likely to meditate upon the dangers. Mr. Inkpin has distinguished himself this week by solemnly calling upon the principal Labour organizations to stir up revolt among the seamen and soldiers. So long as Mr. Likpin's desires are made public no great harm will be done. The seamen• and soldiers will continue to distinguish themselves as before—by doing their duty.
