No change has taken place in the Spanish Ministry; though

it is said that the Count DE TOREN° would be placed at its head in the room of MARTINEZ DE LA ROSA. The Queen Regent and her sister, who had quarrelled, have become reconciled. The Captains-General in the provinces are said to be taking measures to secure an independent authority, which gives the Government much uneasiness. There is no news from the seat of war, to be depended upon.
