The Edinburgh Chamber of Commerce was last week asked by one of its members to petition against the Universities (Scotland) Bill. The Chamber declined to accede to the motion in that form, but appointed a committee to petition Parliament against special provisions : the manner of voting money contemplated in the bill, the withdrawal of the right of management from the University, the constitution of the University Courts, and the powers conferred on the Commissioners. They were instructed to pray that any money-grants should be placed in the Mis- cellaneous Estimates, to be voted by Parliament year by year, and that none of the objectionable provisions specified in the petition should be allowed to pass into law.
