The American Senate on Saturday last adopted, by 43 votes

to 38, Senator Knox's resolution annulling the resolutions of 1917 by which Congress declared the United States to be at war with Germany and Austria-Hungary. The House of Repre- sentatives had adopted a similar resolution. Congress has thus declared that America is not at war. But as the President and the Senate must act together in regard to treaties, the joint resolution of Congress can have no practical effect. America may not be at war, but she has not achieved a formal and regular peace. It may, we fear, be taken for granted that this anomalous situation will continue until the Presidential election.
