The horror and sorrow expressed by the Egyptian Government arc,

no doubt, sincere. The Egyptians have nothing to gain and everything to lose by such atrocities, and probably the officials know it. Nevertheless, Zaghlul Pasha and his colleagues have actively helped to create he political and moral atmosphere which gets into the brain of unbalanced students, and incites them, like a dangerous drug, to such deeds as that of Wednesday. The Egyptian rulers must be held to their responsibility. The degree of energy with which they track the assassins will be taken here as a test of their sincerity.
