IN HIS helpful advice about how to avoid Aids, Mr Norman Fowler, the Social Ser- vices Secretary, has recommended staying with one sexual partner, but, he adds, if you 'cannot' do this, you should always use a condom. What is the meaning of the word 'cannot' in this context?
