A "Manifesto of the Unionist Reveille" was published in Wednesday's

Times. The leaders of the movement begin by pointing out that they are not rebelling against the party, but are merely laying emphasis upon the constructive rather than the critical side of Unionist policy. The Reveille programme consists of five points, which, so far as we can judge, are as follows. First comes " the maintenance of the supremacy of the Navy," and of such military forces as are necessary to liberate it. Second " stands the reform of our trade system by the construction of a scientific tariff, behind which industrial insurances may give security to our people." Small ownership is the third head, and Poor Law reform (whether according to the Majority or Minority scheme does not appear) is the fourth. The last item is " the Imperial policy," —namely, Colonial Preference.
