As he truly said, a debate in the House of Assembly is obviously not the best method. He implored the Government to provide some machinery for consultation. --Dr. Malan said that the Government had reached the "limit of conciliation." Why did not the Opposition make some definite pro. posal ? The Government would certainly consider such a . proposal. But it ought to be made in the Senate, as the Bill could not be amended in the House of Assembly if it had ultimately to go to a Joint Session. The First Reading of the Bill was carried by fifty-seven votes to forty-six.
