Sir: I would like to make two points about the article which appeared under my name in The Spectator last week (Mission unaccomplished', 15 October). First, I did not resign from the United Nations Oper- ation in Somalia, as stated in the article's subtitle. Second, I did not write the last words of the article which describe UN peacekeepers as 'emissaries from the out- side world who can only make trouble'. These words are an editorial addition and they do not accurately reflect my opinion. To say the UN peacekeepers can only cause trouble is to ignore their role in ending the 1992 famine in Somalia. It is also to suggest (wrongly in my view) that UN peacekeeping could not be reformed to play a more effective role in the resolu- tion of conflicts.
