His amiable intention was evidently nothing less than to find out whether the Anglo-French compro- mise could be presented to the Preparatory Commission as it stands or whether it would need modification. Before the Committee rose Lord Cushendun asked leave to make a few remarks, and in some quarters there is a tendency to blame him for damping down a sincere attempt to throw light upon a subject about which there is much mystery. Lord Cushendun's brief warning was, however, in our opinion most opportune and just.
