meaning is understood to be that all Schleswig must become German,—a meaning confirmed by a circular addressed by Herr von Bismark on 19th March to the members of the Diet. In that circular he says :—"We do not think it compatible with our duties to our own country or Germany to re-establish a state of things which has proved untenable, and may at any fillip require to main- tain it the same or greater sacrifices, without any compensation whatever." In other words, he will none of the arrangement of 1852.
