The Chambers of Hesse Cassel have reduced the vote for

their 'mighty War Deparlment to so small a sum that they might as well have disbanded their army at once. The Government has appealed to the German Diet against this deellision of the Cham- bers; who, it is maintained, have exceeded their constitutional right in presuming to curtail the grants of public money required by the Ministers. The appeal to the Diet will probably settle the dispute very much to the satisfaction of the Duke and his myr- tnidons.
