On August 10th General Marsh, on behalf of the Allies

and America, addressed a meeting of Russian notabilities of all political parties in order to form this Government.. He pointed out that it was essential that the Russians should have a demo- cratic Government capable of administering the North-Western Russian Provinces, and of restoring general confidence in the democratic intentions of the Russian leaders. The independence of Esthonia ought to be recognized ; otherwise the Esthonian Army would refuse to march against Petrograd. Without Esthonian assistance the Russians would be unable to take the capital. As a result a Government was formed under the presidency of 3I. Stefan Lianozoff, a well-known Moscow man of business. The Agreement with Esthonia was drawn up, and was signed by the new Ministers, including General Yudenitch, who is Minister of War and Commander-in-Chief of the North-West Russian forces. It was decided to create two separate military sectors, the Russians taking one and the Esthonians the other.
