oft repeated comes to be believed; therefore the more unthinking people are confronted with the necessity of saving and working, the better chance of their doing so. How is this to be accomplished? By advertisement, as you suggest. Money circulates to a greater extent than any other commodity. I would suggest that an exhortation—terse and to the point—be printed on the back of the Treasury notes. This would appeal to the people at the moment of spending, and be an inexpensive medium of publicity.—I am. Sir, &c.,
