NEWS OF THE WEEK.

THE most interesting foreign news of the week comes from Persia. For many days the Cabinet was anxious to treat with Russia, but was quite unable to obtain the consent of the Mejliss. The danger of a Russian occupation of Teheran increased with every hour, yet the fireflies obstinately refused to take the only path of safety. At last, on Wednes- day, after sitting till midnight, the fireflies accepted the proposal of the Minister for Foreign Affairs to appoint a Com- mission of fire deputies with plenary powers to deal with the Russian ultimatum. So far so good. But unfortunately the best news that we have had from Persia since the beginning of the present crisis is spoiled by the announcement on Friday morning that fighting has broken out between the Fedais and the Russians at Tabriz. The cause is unknown. The Russians have taken possession of the telegraphs at Maraud, Khoi, and Astara. An attack by Persians on Russian troops has also been made at Julfa.
