Mr. EDWARD ELLICE the younger has declared himself a candidate

for the St. Andrew's Burghs on the dissolution of Parliament. The Committee of the Liberal electors of the Burghs had unanimously ex- pressed their "surprise and regret" that ANDREW JOHNSTON should have presumed to offer himself for reelection. On receiv.ng a copy of this resolution, Mr. ELLICE, who had been previously in communi- cation with some of the leading Liberals, sent an address to the Com- mittee. He pledges himself to vote for Triennial Parliaments,—mean- ing thereby, Parliaments to last three years, neither more nor less ; for the Ballot ; Free Trade ; and to support the Church Appropriation principle " in the most uncompromising manner."
