News of the Week T HERE have been so many false

promises of industrial revival thatanyone.who is sure of prosperity now needs more confidence than we profess to have. Even the careful ,spokesmen of the great Banks have, at least once, misled their public. It does seem, however, that the reasons for hopefulness are now more distinct and solid than they have been since the great reversal of industrial fortuneS which came in 1921. The marked reduction in the number of unemployed, the improvement in heavy industries (shipbuilding, coal, iron and steel), and the healthy- condition of the national revenue which has already, some weeks in advance of the Budget, given Mr. Churchill a surplus, all tell the same tale. This condition of affairs ought to be, and we sincerely hope will be, a tremendous help to Mr. Baldwin at the General Election.
