Royal CommisSions are to investigate • the causes of the akitation, and in the meantime to take over the control of the offending institutions. The students' recognized leader, Senor Sbert, has been deprived of all: civil rights 'iithOut a hearing—a step which can only add to the unpopularity of the Dictatorship abroad; since this young man was at last attempting to create an organized student body worthy to take its place in the International Federation of University Students. .
