Policy for the environment

Sir: Colonel H. R. Pelly (Letters, 25 April) rightly criticised Mr Heath for not mention- ing the problems caused by the growth of population in this country, but, with respect, I would say he puts the question backwards when he asks, 'Are people prepared to relin- quish the freedom to breed without limit?' A more crucial point in this context is: Are we providing all the people with the means which will give them the freedom to limit their breeding? In my experience with families in need of contraception, I have found that the victims of excessive fertility are the silent majority who suffer a cruelty and discomfort which is spared to our dogs and cats. Is it any wonder we have a quarter of a million children in poverty?
