LYNN, Friday. LORD Stanley, MP., met his constituents in this borough to-day, and addressed them on the present state of public affairs.

His Lordship's speech was to have been delivered on Wednesday, but it was found necessary to postpone the meeting till to-day, when it came off in the town-hall, which was well filled by an attentive auditory. Lord Stanley spoke upwards of an hour on European and Ameri- can affairs. He thought the North could not restore the former unity. As for Parliamentary Reform, he thought it would not be seriously discussed for two or three years. He took a hopeful view of home finance, and repeated his disapproval of church rates.
