The Austrian Reichsrath has passed the Bill creating "delega- tions"

among the new fundamental laws. In other words, it has agreed to act with the Hungarians on all points common to the Empire, and alone on all others,—has, in fact, accepted dualism as a basis for Austrian politics. The concession, made as it is by men who once ruled the whole Empire and hoped to rule it always, is a strong testimony to Austrian moderation.
