The plebiscite held in the Klagenfurt district of Carinthia, under

the Treaty of St. Germain, to determine whether the district should be assigned to Auetria or to the Southern Slays, yielded a majority for Austria. Twenty-two thousand people voted for Austrian rule -and fifteen thousand for Southern Slav rule. It is alleged, on doubtful authority, that the-Serbians have occupied part of the plebiscite area, but this seems unlikely. It would be impossible in debatable lands like Klagenfurt to draw a frontier separating all the natives of one race from all the natives of another race. The plebiscite method gives a rough-and-ready compromise which must be respected.
