Mr. Wilson Pays his Debts • We had heard so

much about the need for • a smaller Cabinet of dynamic men that Mr.

Wilson's final selection of a Cabinet of twenty- three (no change) is a surprise. So, too, is the old-fashioned selection he has made. Of those who were Parliamentarians, only one, Dennis Healey, was not in the 1945-50 Parliament. Both Mr. Macmillan and Sir Alec had about half their Cabinet of a later vintage. Now we are pre- sented with a bunch of Ministers not considered good enough by Lord Attlee when be was Prime Minister to fill any kind of government office, together with another collection of equal size only considered as suitable for a variety of junior offices. Throughout the general election Mr. Wilson and Lord Attlee have proclaimed each other's virtues as Prime Ministers. Now, thirteen years on, we are offered Attlee's third eleven as a Wilson Cabinet.
