Sir Joule Honnoese has refused to sanction the appointment, by

the East India Directors, of the Reverend H. Mum. to an office in liaileybury College. Mr. Mum has obtrusively distinguished him- self by zeal for Toryism, and is known as a political Saint : he is therefore an improper person for an influential office in ail institution from which bigotry, political ni religious, should be carefully excluded ; and we think Sir JOHN HOBHOUSE has exercised it wise discretion in putting his veto on Mr. A1ELVIL'S appointment.
