On Monday the War Secretary, Lord Lansdowne, announced that Lord

Wolseley is to be the new Commander.in-Chief, and that he will enter upon his duties at the beginning of November, the Duke of Cambridge desiring to retain office for another month, in order to complete certain inspections. Lord Lansdowne added that the exact position which the Commander-in-Chief will hold in future had not been settled, but was under the consideration of the Government. It is to be hoped that they will carry out the majority report of the Hartington Commission, and that a direct and simple chain of responsibility will be established.
