Three American merchant vessels have been sunk without warn- ing

by German submarines, and several American lives have been lost. Some of the survivors from one vessel, including a woman, who were sent adrift in a boat two hundred miles from land, suffered terribly. Germany is thus at war with the United States. One of the most interesting questions at present is by what name President Wilson may choose to call this war. He has summoned Congress to meet in special Session on April 2nd instead of April 16th.
