engineers in Russia, and Mr. Eden returned from Geneva in time to announce the Government's decision to suspend negotiations for a new trade agreement until this matter was settled satisfactorily. Herc again the temper of the House owes nothing to a "Jenkins' ear" jingoism. The most impartial member cannot believe that men would deliberately destroy their own jobs ; but can fully believe that Soviet incompetence is seeking scapegoats. Soviet Russia is often excused as an interesting experiment and equally often damned as a Satanic inspiration. The truth is that she is just an infernal nuisance, like a naughty child in a nursery.
