Sir F. R. Sandford has addressed a very interesting letter

to the Secretary of the National Union of Elementary Teachers, in which he points out that though in the 18,000 Elementary Schools of England and Wales instances of over-pressure on the children occasionally occur, the new Code is not in any way re- sponsible for that over-pressure. Sir F. Sandford's circular proves that in every respect the new Code favours good teaching rather than much teaching, and that the pressure on children which is due to the irregularity of their attendance, is inevitable, and can only be remedied by preventing that irre- gularity, not by assuming irregularity as the rule.
