The problem of Germany has yielded yet another crisis during

the past week. The Conference of .Anibas- sadors has been busily engaged .in drafting warnings to be conveyed to Germany in connexion with the return, of the ex-Crown Prince and the maintenance of inter-Allied military control. We regard these two questions as being quite distinct and as requiring entirely different treatment. The Allies would be extremely foolish, in our opinion, if they concentrated their limelight upon the Crown Prince. The Crown Prince has himself repudiated any right of succession to the 'throne. Of course, we do not pretend that his word is of great value, but from all we can hear there is little danger that, .even if the Monarchist movement grew in strength in Germany—and let us remember that it has just received a bad setback through the failure of the Ludendorff .Putsch—the choice of the Monarchists would almost certainly not fall upon the Crown Prince. In any case the Allies are no more potent now to force -their will upon Germany than they were in 1919 when the more silly part of the -world resounded to the cries of " Hang the Kaiser." To appear to be strong in making demands about the Crown Prince is really to expose old weaknesses and create new ones.
