Great Britain is also a Mediterranean Power, and it seems

to us that our Government ought to co-operate in a friendly way with countries where our friendship would not be spurned or our advice habitually rejected, rather than squander so much attention on negotiations where we suffer that double humiliation. It is too soon to say what political developments may be expected from the junction of Italy and Spain ; the newspapers in both countries are very cautious in expressing their opinions. In these unformed' conditions Great Britain has a real opportunity which. she could make use of with a good conscience, as our intentions are purely peaceful.
