[To THE EDITOR OP THY "SPECTATOR."] SIR,—The cruel practice of keeping dogs permanently chained is still not uncommon: Humane persons would help the cause of the animals did they make it known that for such cruelty proceedings can be taken against owners under 12 and 13 Vic., cap. 92, which provides a punishment of three months' imprisonment or a fine of £5 and costs against such offenders.
