'DEFENCE SPENDING TO RISE' proclaimed the Daily Worker, adding a new interpretation to an already confusing issue. Publication of the Defence White Paper was preceded by the resignation of the Minister for the Navy, Mr. Christopher Mayhew, and coincided with the 'retirement' of the First Sea Lord, Admiral Sir David Luce. The argument, said Mr. May- hew, was really quite simple: either you spent more and did the job of being a world power properly, or you spent less and gave up trying to be a world power altogether. But Mr. May- hew's logic was too much for the general: the Government was trying to do both and the issue found the opposition as divided as the Labour party.
