The debate on the Address was continued during the week,

and on Monday Mr. Cawley moved the " composite " amendment intended to bring together the Pro-Boers, the official Liberals, and the Imperialist Liberals in the con- demnation of the Government. It was to the effect that the House, while prepared to support the carrying on of the war, was of opinion that the action of the Ministry had not conduced to an early termination of the war and the establishment of peace. Monday's debate was noticeable for the wise, vigorous, and statesmanlike speech of the Colonial Secretary. It is doubtful if a speech abler and more adequate to the occasion has ever been made in Parliament, and quite certain that its equal has not been made during the course of the war.
