The Dally Express of Thursday publishes a forecast of intended

military reforms which seem almost too good to be true. If the Daily Express is to be credited with official inspira- tion, the War Office is going to do a great many of the things which we have persistently advocated in these columns for the past two years. For example, the men are to be given " a shilling a day all found and well found,"—i.e., a clear shilling a day and no stoppages of any kind. The conditions of service are to be made so elastic that, as we have advocated for the Militia, a man will be able to live at home and go to the barracks for his training just as he goes to work at the factory.
