Last week we had good news of Mr. Baldwin's "

one bright spot in industry." That is the sugar beet growing and refining processes which we are developing in this country, an industry which is really promising well. Five factories were set up last year, ten are being set up in the course of this year and five more are to come next year. The only difficulty seems to be to attract sufficient capital and labour to the industry. State subsidies, for after all this activity has been aided by the Subsidy Bill of last year, may in some cases be justified. We must; not, however, lose our sense of proportion or consider that sugar beet is a scilution of the unemployment problem. Only some 3000 men, for instance, are engaged in the building of the factories.
