It was clear from Sir Edward Grey's speech that he

hopes to be able to provide for the fair treatment of our trade with- out opposing the legitimate aspirations of Germany, and, above all, without infringing in any way the interests or the sovereign rights of Turkey. As we have said above, it is very greatly to be hoped that a settlement will now be reached. We are sure that the last thing the British public wants to do is to play dog in the manger over the Baghdad Railway, or to put obstacles in the way of the internal development of Turkey, provided that our position in the Persian Gulf is properly recognised.
