Sir William Harcourt was not very encouraging on Tuesday to

the applicants for grants in aid to the various middle-class Colleges, though he intended to continue those granted by the late Government, except where the teaching is exclusively given on denominational conditions. We confess we have never seen any reason why the middle-classes should not support entirely their own education without help from the State. We want to teach the poorer part of the population self- dependence ; but begging for the crumbs that drop from the people's table is not a very effective way of setting the people a good example.
